Creates a template in a folder, or moves an existing one into it. You need read-write access to the folder.

• Create: send the template's fields, without _id.
• Move: send _id. The template leaves every other folder. You need read-write access to the folder it is in now. If the template is trashed or archived, owning it is enough, and moving it restores it.
