Changes a team member's role to admin or member. Only a team admin or a workspace admin can call it. role is the only field that changes; other fields in the body are ignored. The response body is true.

Only members who have accepted their invite can be changed. A pending invite returns 404; to give an invitee a different role, remove the invite and add them again with the role you want.

An admin can make themselves a member only while another admin is on the team. Setting a member to the role they already have succeeds.
